HEADWATERS TRAILS ALLIANCE STRATEGIC TRAIL PLAN

Community Recreation Hubs = Sustainable Economies

Often times our clients have everything they need to succeed, they just require the resources and support to make a strategic jump. Headwaters Trails Alliance is a recreation-focused non-profit in sparsely populated Grand County, Colorado. With literally millions of acres of public lands, but a seasonal economy of transient workers, HTA knew that there was a leadership role to play in improving quality of life and economic opportunity. Transitioning from an underfunded trail stewardship group into a community leader required a significant organizational pivot.

Kay-Linn was brought in to assess the opportunities and constraints present within HTA's service area, facilitate discussions between HTA and the multiple land-managing agencies, communities, and dozens of recreation-focused stakeholders, and frame a 15-year plan that would increase the quantity, quality, and access to recreation, as well as position HTA to be the guiding force in fundraising and implementing major projects that more tangibly link the communities, their economies, and the recreational assets.
